St. James City Council awarded the city's swimming pool and pool house construction bids at its special meeting Monday.
Bids were received March 11 and evaluated by the St. James Pool Committee, following city procurement policies.
Eight bids were received for pool construction. The lowest bid was awarded to Vanum Construction Company, Inc. of Kansas City, Kansas at $1,352,000.

The total construction cost for the bath house will be $397,229.17.
Director of Community Development Candace Connell noted that while Vanum Construction is not local, the company plans to use local contractors such as Lynch & Sons for much of the demolition work. She also explained Alexander Construction of Rolla, owned by Sam Auxier, would be using local subcontractors from St. James, Cuba and Rolla in the bath house remodel project.
Next the council approved a resolution which authorized the city to enter into a Delta Regional Authority Grant (DRA) to attempt to receive funding for the city's electrical tie line project.
Mayor Dennis Wilson explained the grant.
“This grant would be used toward the (electrical) tie line project, since we are pursuing a different path,” Wilson said.
The resolution explained the electrical distribution system is in need of improvements and upgrades, which are required to 'support existing and planned industrial and commercial growth and development in St. James.'
The council passed an ordinance which amended the St. James City Code, reducing St. James Municipal Utilities natural gas rates from $1.50 to $1.40 per therm for utility customers.
The Utility board previously approved the reduction to be effective Feb. 1, 2010 and payable on the Feb. 2010 billing due in April 2010.
Council also passed an ordinance which authorized the mayor to enter into contract for transfer of all property to be used for the pool and bath house with the James Foundation.
