The St. James School District Board of Education appointed new board member Brad Frazier, named Larry Rinehart as vice president and reviewed an updated construction timeline at its meeting Jan. 21.

Before the board meeting, the St. James School District Foundation transferred $350,000 to the school district.

During the school board meeting, Brad Frazier was appointed as board member and took the oath of office. Frazier took the place of board member Rodney Southard. Frazier had previously served on the board from 2003 to 2005.

Next, Candace Connell gave a presentation on the City's Enhance Enterprise Zone. Connell reviewed the EEZ map, program and incentive matrix for businesses.

Principal of Boys & Girls Town Todd Uffman gave a presentation on the school.

Linda Pruett examined the Career and Technical Education (CTE) plan.

Pruett said the grant for the CTE is a 75-25 match for the district and requests necessities for classes such as woodworking, business, vocational agriculture, carpentry and career and family. The grant request is $50,251 for the state and $16,750 for the district.

Girard Myles, At-Risk coordinator, gave an update of the district's At-Rick program at the high school.

During action topics the board appointed Larry Rinehart as vice president.

Construction at Lucy Wortham James Elementary was discussed.

Superintendent Joy Tucker noted Porter & Associates Architects met with Garland, the roofing manufacture for the project.

Tom Porter, Jay Berendzen and Jon Berendzen reviewed detailed maps of the school.

Tucker noted the maps included items such as: three second-grade classrooms, four classrooms between the gym and the fourth and fifth-grade wing, the current kitchen and office area updated after the new kitchen is completed, the old cafeteria space used as the commons area, a new kindergarten pre-skills classroom and widening the entryway and hallway to a 10-foot corridor.

Tucker said the rooflines would be the most challenging aspect of the plan. She also hoped to boost the two serving lines in the cafeteria to three to increase mealtime for students.

Tucker said she would like to have bids out by the middle of March and for construction to begin by late May. The project is scheduled to be completed by the end of summer in 2011.

The board appointed Brad Frazier, Casey Petty and Gary Huffman to a committee to review applications for a field inspector for the construction project. The position would be approved at the Feb. 18 meeting.

Tucker reviewed updates to the 2010 calendar, including a make-up day Feb. 12 and a PDC day Feb. 15.

Tucker said the new sign at the high school should be installed in February and databases had been ordered through the safety grant. Surveillance upgrades were completed, as well as the wireless intercom system. The schools should receive atomic clocks, as well as active shooter training for new employees, Tucker said.

In the finance report, Hofstetter said $442,000 of Stimulus funds had been spent by the district.

In the facilities report, Conway noted a concrete wall in the high school gym was leaking, but would be sealed.
