The St. James City Council approved legal council for the April bond issue and authorized the purchase agreement for the Phelps electrical substation at its meeting Monday.
The council approved legal counsel of Gilmore & Bell for the $8.075 million bond issue in April for the purchase of the Phelps electrical substation and additional improvements to the city's electrical system.
The company had previously worked with the city on projects such as the downtown revitalization.
The council also approved Mayor Dennis Wilson to enter the city into an agreement with AmerenUE for the purchase of the Phelps substation.
Wilson said the agreement included a wholesale distribution service agreement and an asset purchase agreement.
Wilson discussed appointing individuals to the General Obligation bond public relations committee for the April bond issue. Those currently appointed included Fred Goodwin, member of the St. James Municipal Utility board, and council persons Jim White and Rodney Edwards. Two other at-large members from the community would be appointed.
Council approved the city to enter into a technical assistance contract for grant administration with the Meramec Regional Planning Commission.
Candace Connell explained the city had previously completed the procurement process for the $80,000 grant, which would light Industrial Drive through the St. James Industrial Park.
Tacony Manufacturing made the grant possible with additional job creation, Connell noted.
